Amends Minnesota Statutes section 518.155 to require courts to recognize and protect the fundamental right to the parent-child relationship in custody and parenting time cases

Requires a finding of harm by clear and convincing evidence before a court can interfere with, infringe, affect, supersede, or limit parental rights

Mandates courts apply appropriate judicial scrutiny afforded to fundamental rights when making custody decisions

Requires equal protection of the fundamental rights of each fit parent to custody, care, and control of their child

Prohibits marital status alone from restricting a parent's fundamental right to the parent-child relationship
