Public library employees are prohibited from consenting to entry by federal, state, or local immigration enforcement officials unless presented with a valid judicial warrant and valid identification

Access must be limited to only the areas specifically identified in the judicial warrant

Library employees must immediately notify designated officials when granting entry for immigration enforcement: the city mayor for city libraries, a county board designee for county/federated regional libraries, or a system board designee for consolidated regional libraries

The restrictions do not apply to officials administering state or federally supported educational or library programs

Includes a severability clause ensuring remaining provisions stay valid if any portion is found unconstitutional; effective the day following final enactment
