Defines permissible operation of collector vehicles (Pioneer, Classic Car, Collector, Street Rod, and Collector Military plates) as use solely for collector purposes, including club activities, exhibitions, tours, parades, and weekend driving from sunrise to sunset on Saturdays and Sundays

Consolidates vehicle operation restrictions into a single new subdivision (168.10, subd. 5) rather than repeating the language in each collector vehicle plate category

Makes technical language updates throughout, changing "shall" to "must," "person from whom purchased" to "seller," and "number plate" to "license plate" for consistency

Maintains existing registration requirements including $25 tax for collector vehicles and $10 tax for classic motorcycles, plus applicable plate fees

All sections effective the day following final enactment
