Prohibits Minnesota local governments (counties, cities, and joint powers entities) from entering agreements with the federal government to provide detention facilities for individuals held on civil immigration violations

Defines "federal government" broadly to include federal agencies, departments, and private entities operating under federal contracts

Declares any such agreements void, including contracts entered into before the law's effective date (retroactive application)

Takes effect the day following final enactment

Would be codified as new section 471.435 in Minnesota Statutes
