Appropriates $225,000,000 from bond proceeds to the Public Facilities Authority for clean water infrastructure projects

Allocates $124,000,000 for point source implementation grants to municipalities for qualified capital projects

Provides $60,000,000 for grants to municipalities through the water infrastructure funding program

Directs $22,000,000 to the emerging contaminants grant program and $19,000,000 to match federal capitalization grants for clean water and drinking water revolving funds

Authorizes the Commissioner of Management and Budget to sell and issue up to $225,000,000 in state general obligation bonds, effective the day following final enactment
