Risk justification must identify all threatened wild rice waters, describe risk scenarios and their likelihood, and explain how public need justifies the risks posed to wild rice

Mandates at least 30-day public comment period on draft justifications, with public hearings required if 100+ Minnesota residents or property owners request one in writing

Requires consultation with Minnesota Tribal governments under section 10.65, and final justifications must be published in the State Register and on agency websites
