Defines "wild-rice water" as water bodies identified by the Pollution Control Agency or Department of Natural Resources as supporting wild rice, waters within or flowing into Indian country, or waters identified through a 2025 appropriation where uncultivated wild rice grows

Authorizes the commissioner to take enforcement action for pesticide violations that adversely affect wild-rice waters, with penalties deposited into the pesticide regulatory account; such violations cannot be classified as minor violations

Requires the commissioner to determine pesticide impacts on wild-rice waters, cooperate with Minnesota Tribal governments on protection efforts, and may assemble expert groups (up to $100,000 per fiscal year) to investigate wild-rice water pollution

Mandates the state pesticide management plan address prevention and mitigation of pesticides in wild-rice waters, with biennial status reports submitted to the Environmental Quality Board and Minnesota Indian Affairs Council

Adds protection of wild-rice waters to required pesticide education and training programs, and requires the state to take particular care to prevent pesticides from flowing into wild-rice waters on public lands
