Grants the Foster Youth Ombudsperson authority to enter and inspect without notice any institution, facility, or residence where a foster youth resides, including areas for recreation, treatment, discipline, or other activities

Expands investigative scope to include placement managers, parents, guardians, and custodians, in addition to agencies

Provides direct access to the social services information system and any data pertinent to investigations, with placements required to provide data to the same extent they must provide to licensing agencies

Authorizes the ombudsperson to conduct private meetings, video calls, or phone calls with foster youth outside the hearing of others

Prohibits placement managers, parents, guardians, or custodians from punishing foster youth or unfavorably altering placement conditions as a consequence for making complaints to the ombudsperson
