Expands the definition of "veteran" for Minnesota veterans home eligibility to include former commissioned officers of the U.S. Public Health Service and the National Oceanic and Atmospheric Administration (NOAA)

Qualifying Public Health Service and NOAA officers must have been separated under honorable conditions after serving 181 consecutive days on active duty, or due to a service-incurred disability

Officers may also qualify by meeting the minimum active duty requirements established in federal regulations (38 CFR 3.12a)

Amends Minnesota Statutes section 198.01 to add these two categories of uniformed service members alongside traditional military veterans
