All aircraft operating in Minnesota's navigable airspace must have an operable and activated transponder that automatically responds to air traffic control radar interrogation

The commissioner may grant exemptions for compelling security concerns or extraordinary circumstances, in consultation with the commissioner of public safety

Exemptions are limited to a single aircraft on a specified date, restricted to the necessary geographic area and flight duration

Exemption requests must be submitted by application in the manner specified by the commissioner

Effective the day following final enactment
