Creates a new "SGU Veteran" designation for Minnesota driver's licenses and identification cards, available to veterans of the Secret War in Laos who served with special guerrilla units or irregular forces supporting U.S. armed forces in Laos between February 28, 1961 and May 14, 1975

Removes the requirement that the legislature must first enact eligibility criteria before the commissioner of veterans affairs can begin accepting applications from Secret War veterans seeking benefits verification

Establishes an eligibility determination process requiring applicants to submit a completed VA pre-need burial eligibility application, with county veteran service officers required to assist applicants

Creates a special consideration process for applicants denied by the VA, allowing them to submit alternative documentation such as original service documents, affidavits from commanding officers or fellow service members, photographs, newspaper articles, or membership certificates from Lao-Hmong veteran organizations

Sets December 31, 2030 as the deadline to apply for eligibility under the special consideration process, with denied applicants able to request a contested case hearing within 60 days of denial
