Amends Minnesota Statutes section 342.70, subdivision 3, governing grants from the Division of Social Equity to eligible organizations for community investments

Adds new grant application requirement: organizations must describe their engagement with youth-centered, community-based organizations serving youth ages 14-24 who have been most impacted by cannabis-related usage, criminalization, or incarceration

Establishes new grant priority for applications that support youth civic engagement, leadership, and youth-led health education opportunities

Requires at least 50% of grants awarded annually to support youth civic engagement, leadership, and youth-led health education, with preference for communities most impacted by cannabis-related criminalization or incarceration
