Establishes minimum reimbursement for community pharmacies at the National Average Drug Acquisition Cost (NADAC), or Wholesale Acquisition Cost (WAC) if NADAC is unavailable, plus a professional dispensing fee adjusted biennially based on cost-of-dispensing surveys

Prohibits pharmacy benefit managers (PBMs) and managed care organizations (MCOs) from imposing below-cost reimbursements or negative adjustments through transaction fees, recoupments, or other charges

Requires reimbursement parity between community pharmacies and PBM-owned or affiliated pharmacies for the same drug, patient, and plan conditions

Exempts 340B program participants from the NADAC/WAC minimum reimbursement requirements, with those reimbursements governed by federal and state law

Creates new section 62J.901 in Minnesota Statutes, Chapter 62J
