Appropriates $22,000,000 from state bond proceeds to the Commissioner of Employment and Economic Development for a grant to Dakota County to replace structurally degraded, unsafe, and undersized buildings and infrastructure at Dakota County regional parks

Funds replacement of the swimming beach facility at Lebanon Hills Regional Park, including fully accessible restrooms and showers, all-terrain wheelchair and watercraft storage, energy efficient systems, patio, trails, and infrastructure at Schulze Lake Beach

Provides for campground improvements at Lebanon Hills Regional Park and Lake Byllesby Regional Park, including updated lodge and office facilities with storm shelters, accessible restroom and shower buildings, trails, and campground infrastructure

Authorizes the Commissioner of Management and Budget to sell and issue up to $22,000,000 in state bonds to fund the appropriation
