Removes requirement for license holders to maintain progress review reports and daily log notes in service recipient records for basic services, while maintaining this requirement for intensive support services providers

Commissioner of Human Services must publish interpretive guidelines within 120 calendar days of any statutory changes, waiver plan amendments, or court decisions affecting disability waiver services

Interpretive guidelines do not have the force of law but may be relied upon by providers, consumers, and agencies until revoked; guidelines cannot be modified retroactively to the detriment of stakeholders

Prohibits lead agencies from requiring service providers to submit additional documentation beyond what is statutorily required when requesting annual renewal of rate exceptions for residential services
