Creates a prenatal and newborn benefit program administered by the Commissioner of Employment and Economic Development, providing a one-time $1,500 prenatal payment (available 90 days before due date/adoption/placement) and $750 monthly payments for 24 consecutive months after birth

Eligibility requires Minnesota residency and a legal relationship to a newborn born on or after January 1, 2028, with no income, asset, or employment requirements

Benefits will not count as income or assets for other state assistance programs including child care assistance, food support, MFIP, general assistance, housing support, and medical assistance

Commissioner must conduct public outreach with health care providers, public health agencies, community organizations, and Tribal governments, and report to the legislature every odd-numbered year beginning February 1, 2029

Cost-of-living adjustments to benefit amounts begin July 1, 2030, and continue every even-numbered year thereafter
