Requires the governor to consult with organizations representing affected entities before promulgating emergency orders or rules issued 10 or more days after the initial peacetime emergency declaration

Mandates at least 7 days public notice before emergency orders or rules take effect, unless the Legislative Coordinating Commission approves an earlier effective date by majority vote

Prohibits the governor from requiring private individuals or businesses to enforce emergency orders, though businesses may still be required to post notice of orders on their premises

Emergency orders and rules automatically expire after 30 days or when the peacetime emergency ends, whichever comes first, unless a majority of both houses of the legislature approves continuation

Amends Minnesota Statutes section 12.32 governing the effect of governor's orders and rules during declared emergencies
