Eliminates qualified immunity, official immunity, and sovereign immunity as defenses for government employees, while preserving immunity for judges, prosecutors, and legislators acting in their official capacities

Applies to all state, county, municipal, and federal government employees, including contractors, for conduct occurring on or off duty when acting under color of law

Removes statutory caps on liability, damages, and attorney fees; statute of limitations under section 541.05 still applies

Effective the day after enactment, applying only to government employee actions occurring on or after that date
