Non-resident students may be counted for average daily membership and pupil units as Minnesota residents if they were previously enrolled in a Minnesota public school, have a parent/guardian who is a Minnesota resident (if under 18), and are expected to graduate or return within 150 calendar days.

Online instruction must be provided by the same district where the student was enrolled on their last day of Minnesota residency, and enrollment requires approval from the district superintendent.

Students who are temporarily out of state cannot be counted for funding purposes for more than 150 cumulative calendar days, and districts are prohibited from charging tuition to these students.

School boards may adopt additional policies governing eligibility and enrollment requirements for non-resident students in online instruction programs.

Effective beginning in the 2026-2027 school year.
