Amends Minnesota Statutes section 457A.03, subdivision 3, governing port development assistance grants

Changes the 80% state funding cap from applying to the "nonfederal share" to applying to the "total cost" of any project

Maintains existing prohibition on using port development assistance to match other state funds

Retains restriction preventing the commissioner from assuming continuing funding responsibility for commercial navigation facility projects
