City attorneys in Hennepin and Ramsey Counties may prosecute felony offenses and certain gross misdemeanor offenses when the county attorney declines to prosecute, provided the violation occurred within the city's boundaries and was discovered during a motor vehicle stop for an equipment violation.

City attorneys prosecuting these cases gain authority to issue administrative subpoenas for business records, including records from phone companies, utilities, hotels, pawn shops, financial institutions, and transportation companies.

Coroners and medical examiners may perform physical examinations and tests at the request of city attorneys prosecuting cases under this authority, with the requesting party covering costs.

The provisions apply retroactively to crimes committed before enactment as long as the statute of limitations has not expired, and take effect the day following final enactment.
