Removes the commissioner of employment and economic development as co-chair of the Explore Minnesota for Business Council, leaving only the executive director of Explore Minnesota as chair, while adding a separate DEED representative seat (commissioner, deputy, or assistant commissioner).

Replaces two seats for Minnesota's Ethnic Chambers of Commerce and Minnesota Chamber of Commerce with one Dakota representative, one Ojibwe representative, and one separate Minnesota Chamber of Commerce representative on the Business Council.

Removes the 20-employee minimum requirement for the small business/start-up representative on the Business Council.

Reduces the Explore Minnesota Tourism Council from up to 35 voting members to up to 25 members, cutting statewide tourism association representatives from 14 to 4, while increasing regional representatives from one per region to five per region.

Reduces the Tourism Council's minimum annual meeting requirement from four times per year to two times per year.
