Adds resorts (as defined in section 157.15, subdivision 11) to the list of establishments eligible for seasonal on-sale intoxicating liquor licenses in unorganized or unincorporated county areas

Removes the previous cap of ten seasonal on-sale licenses that county boards could issue; counties may now issue an unlimited number with commissioner approval

Seasonal licenses remain valid for a period specified by the county board, not to exceed nine months, with only one license allowed per premises in any consecutive 12-month period

Requires commissioner approval for county boards to issue these seasonal licenses to restaurants, clubs, and resorts
