Appropriates $3,700,000 from bond proceeds to the Public Facilities Authority for grants to the city of Cook for capital infrastructure improvements

Allocates $1,500,000 for predesign, design, engineering, and construction of inflow and infiltration collection system improvements and wastewater treatment pond rehabilitation

Allocates $2,200,000 for predesign, design, engineering, and construction of water and sewer line infrastructure for the North Business Park looping project

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,700,000 to fund the appropriations

Effective the day following final enactment; unspent funds from completed projects remain available for other purposes within this section
