Commissioner of Education must select a mental health care provider by January 1, 2027 to deliver telehealth mental health services to students and families statewide through schools

Selected provider must use Minnesota-licensed clinicians, maintain appointment availability within one week of referral, and demonstrate capacity to serve rural, suburban, and urban areas

Provider must have a track record of billing private insurance and Minnesota medical assistance plans for services

Annual reporting required by July 1 each year on student access, engagement rates, clinical outcomes, and cost effectiveness, disaggregated by district

Appropriates $9,000,000 from the general fund to the Department of Education in fiscal year 2027 for the telehealth mental health services grant
