Modifications to medical assistance benefits or services themselves also do not apply to county-based purchasing without express statutory description and published fiscal impact estimates

Commissioner must publish written estimates of local fiscal impacts to counties or groups of counties administering county-based purchasing plans before any modification takes effect

Amends Minnesota Statutes section 256B.692 by adding subdivision 11
