Removes kindergarten through grade 3 students from the complete prohibition on disciplinary dismissals under current Minnesota law, which previously protected these students alongside preschool and prekindergarten students.

Allows schools to dismiss K-3 students for disciplinary incidents for up to one partial day plus one full day immediately following the incident, specifically to enable parent/guardian communication and facilitate the student's return to school.

Maintains the existing prohibition on disciplinary dismissals for preschool and prekindergarten programs, including early childhood family education, school readiness, Head Start, and voluntary prekindergarten.

Preserves the requirement that expulsions and exclusions for K-3 students may only be used after exhausting required resources and only when there is an ongoing serious safety threat.

Takes effect for the 2026-2027 school year and later.
