Amends Minnesota Statutes section 13.46, subdivision 3, governing disclosure of welfare system investigative data

Changes disclosure of investigations into possible overpayments of public funds from discretionary ("may") to mandatory ("must")

Removes the commissioner's ability to withhold disclosure based on determining it would compromise the investigation

Requires disclosure within 30 days of a request when the commissioner has taken action to reduce, suspend, or withhold payments to the investigation subject

Applies to investigations by the Commissioner of Human Services or Commissioner of Children, Youth, and Families involving service providers or recipients
