MINNCOR (Minnesota correctional industries) must participate in the federal Prison Industry Enhancement Certification Program (PIECP) and calculate prevailing wages at the 50th percentile for each region based on Department of Employment and Economic Development wage surveys

MINNCOR is prohibited from subsidizing private businesses, including using confinement costs to offset contract costs, and must recapture fair market value for Department of Corrections floor space and storage used by private businesses

Contracts with private businesses are prohibited if inmate labor would provide more than 70% of the business's full-time equivalent employee head count

MINNCOR must publicly post PIECP wage rates by region on its website and disclose profitability calculations for each private business contract in annual reports

The Commissioner of Employment and Economic Development must verify that each MINNCOR contract will not displace employed private sector workers in affected geographic regions
