Adds Farmington to the list of Minnesota cities (alongside Anoka, Shakopee, and Stillwater) authorized to issue social district licenses allowing alcohol consumption in designated outdoor public areas

Social district licenses may be issued to on-sale liquor license holders whose premises are contiguous with the designated district, permitting patrons to consume (but not purchase) alcoholic beverages within the district boundaries

Containers for social district consumption must be non-glass, hold no more than 16 fluid ounces, identify the selling establishment, display the district's unique logo, and include "Drink Responsibly - Be 21" in at least 12-point font

Cities must designate district boundaries by ordinance, establish hours of operation, post signage with rules and law enforcement contact information, and publish management plans on the city website

Effective upon approval by the Farmington City Council and compliance with Minnesota Statutes section 645.021
