Telecommunications carriers operating in Minnesota must ensure their equipment and services enable law enforcement to conduct lawful interception and access call-identifying information consistent with federal CALEA requirements (47 U.S.C. sections 1001-1010)

Simplifies annual reporting requirements for local exchange carriers and competitive local exchange carriers to include only company name, contact person, annual revenue, and 911 update plan status

Schools, school districts, and libraries remain eligible for discounted telecommunications rates consistent with the federal E-rate program administered under 47 U.S.C. section 254

Requires telephone companies to notify residential customers about all available service options and pricing at initial service request, when requesting service changes, and upon customer request, with electronic delivery permitted if customers opt in

Repeals approximately 30 outdated statutory provisions governing coin-operated telephones, rate regulation procedures, competitive service classifications, alternative regulation plans, CLASS services, and various pricing and filing requirements
