Amends Minnesota Statutes section 216C.441 to expand the Minnesota Climate Innovation Financing Authority's general powers by adding authority to borrow money or property for activities and to sell notes, mortgages, or other loan-related interests at public or private sale

Adds new financing mechanism allowing the authority to secure additional private investment through securitization or similar resale of its interest in completed qualified greenhouse gas emissions reduction projects

Maintains existing authority powers including hiring staff, entering agreements with Tribal governments and federal/state/local agencies, providing loan guarantees, and accepting grants on behalf of the state

Preserves requirement that up to 25% of appropriated funds may be used for start-up purposes and financing programs prior to adoption of required strategic plan and investment strategy
