Creates new section 518B.03 consolidating firearm transfer requirements, including documentation rules, storage fee provisions, disposal policies for abandoned firearms, and immunity protections for law enforcement agencies storing weapons

Requires courts to hold compliance hearings within 10 business days of issuing transfer orders, with authority to issue arrest warrants or initiate contempt proceedings for non-compliance

Expands firearm possession prohibitions from "pistols" to all "firearms" for persons convicted of violating orders for protection, domestic assault, or harassment/stalking offenses

Mandates petitions for orders for protection and domestic child abuse cases include descriptions of known firearms possessed by the abusing party, and requires subjects to surrender all permits to carry and purchase firearms to the court within 24 hours
