Prohibits municipalities from entering nondisclosure agreements with private parties that restrict disclosure of information about land development, economic development projects, or any project financed with public tax revenues, including tax increment financing districts, abatements, and municipal bonds

Defines "municipality" broadly to include counties, cities, towns, school districts, housing and redevelopment authorities, economic development authorities, port authorities, and their employees and officials

Renders any contract provision violating the nondisclosure prohibition void and unenforceable, while allowing the remainder of the contract to remain valid through severability

Requires municipalities to publicly disclose any existing contracts or agreements that violate the new restrictions

Takes effect the day following final enactment
