Appropriates funds from the bond proceeds fund to the Public Facilities Authority for grants to eligible municipalities under Minnesota's water infrastructure funding program (Minnesota Statutes, section 446A.072)

Allocates $9,000,000 specifically to the city of Paynesville for predesign, design, construction, equipping, and furnishing of an expansion to the existing wastewater industrial pretreatment facility

The Paynesville project will increase treatment capacity and upgrade systems and processes at the wastewater facility

Authorizes the commissioner of management and budget to sell and issue state bonds to fund the appropriations, following Minnesota Statutes sections 16A.631 to 16A.675
