Commissioner of Agriculture must establish a biofuel sales volume incentive program beginning January 1, 2028, providing payments to retail gasoline stations for selling eligible biofuel blends (11-15% ethanol)

Incentive payments set at five cents per gallon of eligible biofuel blend sold, capped at $50,000 per retail station per year

Eligibility limited to Minnesota retail gasoline stations that have not previously sold eligible biofuel blends before January 1, 2028, and have not received AGRI Biofuels Infrastructure Grant Program funding

Payments distributed on a first-come, first-served basis; sales volumes verified against Department of Commerce fuel reports

Appropriates $5,000,000 from the general fund in fiscal year 2027, available until June 30, 2032
