Minnesota Department of Education's Office of General Counsel must issue guidance to school districts and charter schools on their rights and responsibilities regarding law enforcement actions, including immigration enforcement

Guidance must be developed in consultation with the state attorney general and address distinctions between judicial warrants, administrative warrants, and probable cause

Coverage must extend to various school property types including parking lots, athletic facilities, extracurricular activity locations, and student transportation on buses and at bus stops

All guidance must cite specific legal sources including U.S. or Minnesota Constitution, state or federal statutes, regulations, or judicial interpretations
