Removes the current prohibition on the Board of Animal Health issuing new registrations for white-tailed deer farms in Minnesota

Eliminates the provision that allowed existing white-tailed deer farm registrations to be sold or transferred only once to an immediate family member with a $500 transfer fee

Maintains the requirement that all persons possessing live Cervidae (deer family) must be registered with the Board of Animal Health

Retains authority for the Commissioner of Natural Resources to seize and destroy Cervidae possessed without proper registration
