Changes the State Patrol compensation and benefits survey from a fixed schedule (2021, 2024, 2027, 2030) to every odd-numbered year thereafter, with reports due by January 15 of each survey year

Expands the stated legislative intent to use survey results for salary adjustments to include captains and lieutenants, in addition to patrol troopers

Requires salary adjustments for supervisory ranks (corporals, sergeants, lieutenants, and captains) to be proportionate to adjustments made for patrol troopers based on the survey

Adds "lieutenants" to the list of State Patrol positions that may be appointed and clarifies eligibility requirements for supervisory promotions

Removes the January 1, 2032 expiration date from a 2024 law provision, making certain contract-related provisions permanent
