Requires state granting agencies to conduct at least one unannounced, on-site, in-person monitoring visit for each grant exceeding $10,000

Mandates additional monitoring visits at least once per 12-month period for grants over $10,000 where funds are disbursed over more than 12 months

Allows the commissioner to approve exceptions to the site visit requirement for entire grant programs if the agency justifies why in-person visits are not suitable

Prohibits the commissioner from granting exceptions for individual grants, only for entire grant programs

Amends Minnesota Statutes 2024, section 16B.98, subdivision 6, relating to grant administration
