Commissioner of Commerce must apply to the U.S. Department of Health and Human Services for continuation of the state innovation waiver for the Minnesota Premium Security Plan for benefit years beginning January 1, 2028, and beyond

Application deadline is December 31, 2026, and must state that plan operation after the 2027 benefit year is contingent on federal waiver approval

Commissioner must reapply for the waiver as necessary to continue plan operation and maximize federal funding

Commissioner must notify legislative committee chairs and ranking minority members (health, human services, and insurance committees) and the Minnesota Comprehensive Health Association board regarding waiver submission intent and federal action on the request
