Repeals Minnesota's transportation greenhouse gas emissions impact assessment program (section 161.178), which required evaluation of highway capacity expansion projects for conformance with state greenhouse gas and vehicle miles traveled reduction targets before inclusion in transportation improvement programs

Eliminates the associated technical advisory committee (section 161.1782) that was established to assist with implementation and review of the emissions impact assessment requirements

Cancels $3,000,000 in trunk highway fund appropriations from fiscal year 2025 that were designated for statewide and regional travel demand modeling related to the greenhouse gas assessment requirements

Removes the requirement that the Minnesota state highway investment plan establish procedures for capacity expansion project development to conform with the emissions assessment process

Eliminates the option for metropolitan counties to use 17% of certain transportation funds for projects meeting offset action requirements under the greenhouse gas emissions provisions
