Repeals the requirement that the Commissioner of Management and Budget assume a $250,000,000 reduction in special education aid appropriations for the biennium beginning July 1, 2027, and subsequent bienniums when preparing state revenue forecasts.

Eliminates the automatic reduction mechanism that would have cut the special education cross subsidy aid factor if Blue Ribbon Commission recommendations did not achieve $250,000,000 in biennial savings.

Retains the requirement that the legislature identify enacted provisions recommended by the Blue Ribbon Commission on Special Education when passing the Department of Education budget for the biennium beginning July 1, 2027.

Effective the day following final enactment.
