Shifts responsibility for conducting child welfare case reviews from individual social services agencies to the commissioner, who will review cases involving African American and other disproportionately represented children across all agencies statewide

Requires local social services agencies to provide case data to the commissioner in prescribed formats and timeframes, rather than conducting their own independent reviews

Delays the first reporting deadline from October 1, 2029 to October 1, 2031, with annual reports thereafter to the African American Child Well-Being Advisory Council, agencies, and legislative committees

Removes the requirement for the commissioner to provide annual guidance to agencies starting November 1, 2028 on determining outcomes

Appropriates an unspecified amount from the general fund in fiscal year 2027 to the Commissioner of Children, Youth, and Families to distribute to social services agencies for staffing and services implementing the Act
