$4,000,000 appropriated from the bond proceeds fund to the Commissioner of Transportation for a grant to the Duluth Airport Authority

Funds will design, construct, furnish, and equip a new air traffic control tower base building at Duluth International Airport, including office spaces, equipment rooms, workspaces, and logistic support spaces

Project includes site preparation, demolition of obsolete buildings, utility construction, stormwater retention system installation, and fuel tank replacement

A portion of the appropriation will serve as matching funds for federal funding

Commissioner of Management and Budget authorized to sell and issue up to $4,000,000 in state bonds; effective the day following final enactment
