Amends Minnesota Statutes section 401.04 to clarify that when counties transition to Community Corrections Act (CCA) jurisdiction, the state remains responsible for paying accrued benefits (vacation, sick leave, severance) earned during state employment, and counties are not liable for those pre-transition benefits.

Requires counties to file a resolution with the commissioner of corrections stating intent to assume CCA jurisdiction and specifying the effective transition date.

Appropriates $150,000 in fiscal year 2027 from the general fund to the commissioner of revenue to reimburse counties that transitioned to CCA jurisdiction on or after August 1, 2023, for fringe benefit costs attributable to state collective bargaining agreements.

Requires counties seeking reimbursement to submit documentation of fringe benefit costs to the commissioner of revenue, who will award distributions based on verified eligible costs.

Requires the commissioner of revenue to report to legislative committees on corrections policy and finance by January 15, 2028, detailing which counties received reimbursements and the total amounts distributed.
