Shifts the 2% cost recovery fee for IV-D child support services from the obligee (recipient) to the obligor (payer), charging it in addition to the monthly court-ordered support obligation

Eliminates the previous exemption that protected obligees currently receiving or recently off public assistance from paying the cost recovery fee

Updates agency references throughout from "commissioner of human services" to "commissioner of children, youth, and families" to reflect state government reorganization

Maintains the existing $35 annual federal collections fee for cases where at least $550 has been collected for individuals who never received IV-A assistance

Allows collection of the cost recovery fee through income withholding or any other enforcement remedy available to child support authorities
