Exempts qualified large-scale data centers that filed construction permit applications by January 1, 2025, or are located in eligible communities from water appropriation preapplication evaluations, clean energy tariff requirements, solar energy standard calculations, and annual fees ranging from $2,000,000 to $5,000,000 based on peak demand

Modifies water appropriation rules to apply only to data centers with a "net increase in consumptive use" exceeding 100,000,000 gallons per year, allowing credits for documented reductions in water consumption from the same source by other entities

Creates a new sales tax exemption for electricity purchases by qualified large-scale data centers located in eligible communities (as defined in section 116J.55)

Expands the solar energy standard exemption to all public utilities (removing the previous limitation to utilities with fewer than 200,000 retail customers) for electricity sales to qualifying data centers

All sections take effect the day following final enactment
