Prohibits legislative members, officers, and employees from establishing legislative email addresses or assigning legislative telephone numbers to anyone who is not a member, officer, or employee of the senate or house.

Restricts legislative telephone numbers assigned to members for exclusive use by the member and authorized employees assigned by their caucus or house.

Requires prior written notification to caucus leaders before any contractor or non-legislative person can occupy office space assigned to the senate or house, whether permanently or temporarily.

Mandates the senate and house adopt implementation rules with remedies for violations.

Explicitly bars courts and administrative agencies from enforcing violations, awarding damages, or invalidating laws based on violations of this section.
