Sets initial agreement terms at three years, with automatic five-year renewal if the school substantially meets performance expectations

Requires all school staff to be selected by mutual consent of both the site-governing council and the staff member, while maintaining existing leave of absence selection processes under sections 122A.40 and 122A.41

Limits district board termination authority to three specific reasons: failure to meet agreement provisions after at least two full school years of operation, violations of law, or imminent risk of irreparable harm to students
